Notice of Recount – United States Senator
The recount shall begin on Wednesday, November 20, 2024, at 8:00 A.M. at the Philadelphia County Board of Elections Warehouse, 11311 Roosevelt Boulevard, Philadelphia, PA 19154.
Facility Hours
The facility will be open daily from 8:00 A.M. to 10:00 P.M. during the recount process. Observers will be permitted access during these hours.
Ballot Rescanning
- All mail ballots scanned on a DS-850 shall be rescanned using either a DS-950 or a DS-450.
- All mail ballots scanned on a DS-950 shall be rescanned using either a DS-450 or a DS-850.
- All mail and provisional ballots scanned on a DS-450 shall be rescanned using either a DS-950 or a DS-850.
- All ExpressVoteXL ballots shall be rescanned using either a DS-950, a DS-850, or a DS-450.
Ballots will be scanned into a separate Recount Database using scanners exclusively connected to that database.
Recount Results
The results of the recount will be read before the Return Board at the meeting scheduled for Monday, November 25, 2024, at 12:00 P.M.
All ballots containing overvotes, undervotes, or marginal marks shall be manually reviewed, with the results recorded using the ElectionWare adjudication program.
Observers
Under Section 1404(g)(4) of the Election Code (25 P.S. § 3154(g)(4)), Observers may be appointed as follows:
- Candidates: Any candidate for United States Senator may appoint themselves or attorneys representing them as Observers for the recount. Each candidate is permitted to have one Observer present at the recount.
- Political Parties and Bodies: Any political parties or bodies with candidates represented in the election for U.S. Senator may appoint representatives as Observers for the recount. This includes Democratic, Republican, Libertarian, Green Party, and Constitution Party candidates for U.S. Senator. View candidates. Each political party or body is permitted to have two Observers present at the recount.
Observer credentials for the Recount will be issued as follows:
- Those entitled to appoint Observers must email Elections.Credential@phila.gov with the name of each appointed Observer, the Observer’s address, and—if the Observer is their attorney—their PA Bar number.
- For credentials to be ready before the recount begins, Observer requests must be received by 5:00 P.M. on Tuesday, November 19, 2024. Late requests will be accepted on a rolling basis and will be processed within two business days.
Observer behavior rules from the 2024 General Election will apply, including restrictions on disruptions, recordings, and cell phone use.
Logic and Accuracy Testing
Logic and Accuracy testing of the voting equipment for this election will begin immediately following the conclusion of the 6:00 P.M. Return Board Computation Meeting on Tuesday, November 19, 2024, at the Election Warehouse, 11311 Roosevelt Boulevard, Philadelphia, PA 19154.
